Revert Costume Parade to Carnival Monday

A Cultural Icon and former Senior Cultural Officer in Dominica is proposing that the Costume Parade celebrated on Carnival Tuesday should be reverted to its original date. Traditionally the Costume Parade had been celebrated on Carnival Monday preceding J’ouvert but this was changed three years ago to Carnival Tuesday.Noreen Joseph; a former senior cultural officer, former chair of the Road Parade Committee and Cultural Icon inducted into the St. Luke’s Hall of Fame, in an interview with Dominica Vibes News said in her opinion this change has not been successful and should be reverted.“In my opinion I don’t think it has worked. After three years I’m almost certain it is the time to revert back to what we had. We can’t please everybody but as it is I don’t think that we are pleasing many people.”Joseph explained that from her observations during this year’s Carnival celebrations many revelers were unsure of what to do on Carnival Tuesday and overall it appeared to be lacking in luster.“What I see happening is that something is lacking; it’s lacking luster because there were people walking up and down still not understanding what to do and as such I don’t think that there is enough happening even on the Tuesday. You have the major bands now going out of town and so you don’t have enough bands in Roseau.”Noreen Joseph during costume parade on Carnival TuesdayShe suggests that the organizers consider removing the starting time for J’ouvert thereby allowing revelers to come out earlier as most people are looking for some sort of activity the Sunday evening before street jump up.Another suggestion is the use of steel pan and lapo kabwit as the accompanying music during J’ouvert instead local bands or Hi Fi’s to avoid the use of the same bands for both events.“I think to wait until 4 o’clock and then at 7 o’clock you have the Hi-Fi’s coming out and they want to stay out until 10 o’clock, yet they are the same bands which are going to be playing for the costume bands; I find they should go home and let steel pan and lapo kabwit play at J’ouvert and therefore it could end at latest 9 o’clock.” Joseph also suggests that the Kiddies Carnival should take place on Sundays (Dimanche Gras) as was traditionally done so as to allow parents time to enjoy themselves in an adult band on Carnival Monday.“I think the Kiddies Parade can be on the Sunday so there will be an aspect of parade on Sunday which is what we knew before.
